PROGRAMS
FOR ELECTRONIC COURSES
The authority
underlying this policy expires on September 1, 2003.
If
the school has amended its charter to provide for such a program, the school
may participate in a program to offer students instruction through the Internet
or other electronic media.

In
this policy, “electronic course” means an educational program or course
available to students through the Internet or other electronic media, and in
which a student enrolled in the course is not physically present in the
classroom for all or part of the course.
1. Program for Electronic Courses
A. The
commissioner of education shall implement a program under which the school may
offer an electronic course to students enrolled in the school or in another
school, as provided by an agreement among schools. The school may not require a student to
participate in an electronic course.
B. The
commissioner shall select schools to participate in the program based on
applications submitted by schools and school districts.
2. Applications to Participate
A school
seeking to participate in the program must submit a written application to the commissioner
not later than July 1 preceding the school year the school proposes to
participate in the program, or an earlier date set by the commissioner. The application must include:
A. A
proposed budget for the program;
B. A
method to be used to verify student attendance;
C. An
accountability plan;
D. A description
of each electronic course to be offered by the school;
E. A
description of the students expected to be enrolled in each electronic course;
F. Any
requested waiver of a requirement, restriction, or prohibition imposed by the
Education Code, or by State Board of Education or commissioner rule; and
G. The
period for which any requested waiver is proposed to be in effect.
