CHARTER SCHOOL

 

 

1.         Definition

 

“Public senior college or university,” as used in this policy, means a general academic teaching institution, including The University of Texas at Austin; The University of Texas at El Paso; The University of Texas of the Permian Basin; The University of Texas at Dallas; The University of Texas at San Antonio; Texas A & M University, Main University; The University of Texas at Arlington; Tarleton State University; Prairie View A & M University; Texas Maritime Academy; Texas Tech University; University of North Texas; Lamar University; Lamar State College-Orange; Lamar State College-Port Arthur; Texas A & M University-Kingsville; Texas A & M University-Corpus Christi; Texas Woman’s University; Texas Southern University; Midwestern State University; University of Houston; University of Texas-Pan American; The University of Texas at Brownsville; Texas A & M University-Commerce; Sam Houston State University; Southwest Texas State University; West Texas A & M University; Stephen F. Austin State University; Sul Ross State University; Angelo State University; The University of Texas at Tyler; and any other college, university, or institution so classified as provided in Chapter 61, Texas Education Code, or created and so classified, expressly or impliedly, by law.

2.         Authorization

 

The State Board of Education (SBOE) may grant a charter on the application of a public senior college or university for an open-enrollment charter school to operate on the campus of the public senior college or university or in the same county in which the campus of the public senior college or university is located.

3.         School Name

 

The name of a college or university charter school must include the name of the public senior college or university operating the school.

4.         Charter Application Requirements

 

The SBOE may grant a charter only if the following criteria are satisfied in the public senior college’s or university’s application, as determined by the SBOE:

 

A.        The college or university charter school’s educational program must include innovative teaching methods;

 

B.         The college or university charter school’s educational program must be implemented under the direct supervision of a member of the teaching or research faculty of the public senior college or university;

 

C.        The faculty members supervising the college or university charter school’s educational program must have substantial experience and expertise in education research, teacher education, classroom instruction, or educational administration;

 

D.        The college or university charter school’s educational program must be designed to meet specific goals described in the charter, including improving student performance, and each aspect of the program must be directed toward the attainment of the goals;

 

E.         The attainment of the college or university charter school’s educational program goals must be measured using specific, objective standards set forth in the charter, including assessment methods and a time frame; and

 

F.         The financial operations of the college or university charter school must be supervised by the business office of the public senior college or university.

5.         Applicability of Certain Provisions

 

Except as otherwise provided by this policy, the laws and rules applicable to open-enrollment charter schools apply to a college or university charter school as though the college or university charter school were granted a charter under those provisions.
