• TEACHER HEALTH INSURANCE, GED PROGRAMS, HB6 The TEA Staff will provide an update of changes that occurred this legislative session that affect charter schools. • TRANSFER STUDENTS The TEA Equal Educational Opportunity Unit reviews all student transfers between school districts and charter schools to determine the percent of change in ethnicity. All students attending charters are transfer students. Charters, like independent school districts, must report transfer students.

  All charter schools will receive The Charter School Administrator Addressed letter dated June 15, 2001. This letter will include:

  1. Procedures for completion of Student Transfer Form ACC-041BR01
  2. The Student Transfer Form ACC-041BR01

  The form is due into TEA by August 1, 2001. Failure to return the form in a timely manner will result in incomplete transfer records for your charter and will place the charter in violation of the federal court order. Subsequently, the EEO Unit will send a letter to charter schools with their compliance/noncompliance status.

  Note: The August 1, 2001 deadline is an initial reporting deadline only; charters may continue to accept student transfers. This is not a one-time submission -- use the same form on an ongoing basis during the 2001-2002 academic year. Charters must continue to report all incoming and outgoing student transfer applicants. Charters may access Student Transfer Form ACC-041BR01 on the TEA web page. This form may be accessed as an MSWORD document or as an Adobe Acrobat file.

  Beginning next year (2002-2003) charter schools will be expected to submit the student transfer list to the EEO Unit in early May. We recommend that in order to meet that deadline, charter schools plan to implement an earlier registration and admission process.
