TEA’s FAQ on HB 1 - Teacher Pay Raises
The TEA Frequently Asked Questions document on HB1 has been revised. Question 23 deals with teacher pay at charter schools and is condensed below:
How do the salary changes described in HB 1 affect charter schools? The extra pay applies to all classroom teachers, full-time counselors, and full-time librarians employed by charter schools. Charters are not required to hire certified teachers other than those in special ed and bilingual ed. In addition, HB1 intended that full-time librarians and full-time counselors employed by charters be considered for the pay raise regardless of whether those individuals are certified under Chapter 21 of the TEC. Full-time school nurses (RNs) must be licensed by the Board of Nurse Examiners in order to receive the raise. There is no requirement for charters to pay teachers based on the minimum salary schedule. The requirement is to deliver the pay raise to those who would have been eligible for the minimum salary schedule if they worked in a traditional district. The amount of the raise depends upon whether the charter participated in the state health insurance program during 2005-06. If the charter did participate in the state health insurance program, the raise is $2,500. If the charter did not participate the raise is $2,000. Please note that the pay raise is not applicable to new charter schools that began operation on or after 01/01/2006.
