House Bill 1 Questions and AnswersTEA has a new link on their web site to answer questions regarding House Bill 1 and the effect on charter schools. For example, even though charter schools are not required to pay teachers based on the minimum salary schedule, the statutory requirement is to deliver the pay raise to those employees who would have been eligible for the minimum salary schedule had they worked in a traditional school district. The pay raise applies only to certified classroom teachers, full-time nurses, full-time counselors and full-time librarians. Non-certified teachers are not eligible for placement on the minimum salary schedule and therefore not eligible for the pay raise. The amount of the pay raise is determined by whether the charter school participated in the state health insurance program in 2005-2006. If they did not participate, the pay raise is $2000, if they did participate in the state health insurance program the pay raise is $2500. The pay raise does not apply to charters that became operational after January 1, 2006.
