NCLB Highly Qualified Teacher Requirement
All open-enrollment charter school teachers must hold at least a bachelor's degree and must demonstrate competency in the core academic areas in which they teach in order to be considered Highly Qualified under No Child Left Behind (NCLB). Special education charter school teachers and bilingual charter school teachers must also have appropriate certification to meet Highly Qualified requirements. All teachers of core academic subjects must meet Highly Qualified requirements by the end of the 2005-06 school year.

Core academic subjects (as defined by NCLB) include:

• English
• Reading or language arts
• Mathematics
• Science
• Foreign languages (languages other than English)
• Civics and government
• Economics
• Arts ("Arts" is defined as music, dance, art, and theatre)
• History
• Geography
